I - Tôn chỉ
Tôi học ít ở tù nhiều, nay thấy xã hội Việt Nam biến đổi ngày càng suy đồi về đạo đức, thấy lương tâm áy náy không tròn bổn phận làm người với Tổ Tiên nên mạo muội đứng ra chủ trương Đại học Nhân Quyền.
Đại học không nhằm lật đổ một chế độ nào, vì tự thân từ sự nhận thức sẽ biến đổi chính mình và toàn xã hội. Không ai muốn trên phạm vi quốc gia một chính phủ không do dân bầu, trên phạm vi cá nhân gia đình lâm vào cảnh bất hạnh: chồng chung vợ chạ, con cái đĩ điếm, giết người cướp của… Con người sinh ra ai cũng muốn được hạnh phúc, muốn được như vậy chúng ta phải tôn trọng hạnh phúc của người như của chính mình và vai trò của Đại học Nhân quyền như cây gậy mở đường.
Đại học sẽ có một vai trò
rất lớn ngay hôm nay cũng như trong tương lai nhất là sau mỗi lần thay đổi chế
độ, trên nền tảng nhân cách cá nhân tạo nên nhân cách quốc gia. Nên từ nền tảng
những mô phỏng, Đại học sẽ giúp sớm ổn định xã hội công dân trong trật tự. Ước
lắm thay và mong có sự chỉ dẫn của tất cả Quý vị quan tâm đến Việt Nam.
II
- Mục đích
Đại học Nhân quyền theo mô hình mô phỏng qua online nhằm mục đích phổ cập rộng rãi quyền của con người đến mọi người dân trong nước nhất là giới học sinh, sinh viên. Đại học sẽ có nhiều khoa như một Đại học về nhân văn, nhưng trước mắt mở Khoa Nhân quyền học gồm nội dung:
Đại học Nhân quyền theo mô hình mô phỏng qua online nhằm mục đích phổ cập rộng rãi quyền của con người đến mọi người dân trong nước nhất là giới học sinh, sinh viên. Đại học sẽ có nhiều khoa như một Đại học về nhân văn, nhưng trước mắt mở Khoa Nhân quyền học gồm nội dung:
1.Nhân loại học:
nghiên cứu về con người qua lịch sử để cùng nhau tôn trọng con người.
2.Tuyên Ngôn Quốc
Tế Nhân Quyền (10 December 1948)
3.Công Ước Quốc Tế
về những Quyền Dân Sự và Chính Trị (1966)
4.Công Ước Quốc Tế
về những Quyền Kinh Tế, Xã Hội, và Văn Hoá (1966
5.Tôn giáo đối
chiếu: tìm hiểu về Ki Tô giáo. Phật giáo, Hồi giáo để nhận ra con người quý giá
biết chừng nào trong ơn Cứu độ.
6.Luật đối chiếu
giữa các quốc gia các dân tộc để biết mình biết người mà sống bao dung cùng
đồng loại.
7.Đóng góp vào sự
phát triển liên tục sinh hoạt xã hội công dân trong cộng đồng dân tộc VN
trong cũng như ngoài nước; hỗ trợ việc gặp gỡ, đối thoại và hợp tác giữa các
thế hệ khác nhau trong các cộng đồng người VN, giữa các cá nhân hoặc nhóm hoạt
động văn hóa.
8.Cổ võ sinh hoạt
văn hóa trong các cộng đồng người Việt trong ngoài nước
9.Nghiên cứu và phổ
biến các kiến thức về nhân quyền liên quan đến vùng văn hóa Đông-Nam-Á, đặc
biệt của người VN.
10.Phương pháp luận
hiện đại: giúp phổ cập cách viết văn, suy luận, diễn đạt, tạo blog… mỗi cá nhân
qua blog điện tử thể hiện nhân cách của chính mình, gia đình mình trong quan hệ
xã hội như ‘một tổ ấm nhân quyền’ trước sự phát triển mạnh mẽ cũng như hủy diệt
hết mọi giá trị từ internet
Tóm lại mục đích của Đại học
bước đầu đào tạo trực tuyến với kiến thức về quyền của con người khi sinh ra
như tự do ngôn luận, cư trú, đi lại… Không chỉ với các công dân nhưng với cả
những thành phần lãnh đạo để nhằm mục đích gìn giữ phẩm giá cho chính mình và
nhân dân. Các giáo trình sẽ phổ biến dưới dạng tín chỉ và mọi người đều có thể
tham gia, những ai thông qua các tín chỉ sẽ được cấp bằng Cử nhân danh dự của
Đại học Nhân quyền. Không ai cứu chúng ta bằng chính mỗi người hầu cứu gia đình
trong sự tan vỡ trước sự đảo lộn mọi thứ trong một thế giới biến đổi nhanh
thiên về bạo lực và đạo đức suy đồi.
III- Sinh hoạt
1.Bảo đảm sự phát
triển liên tục truyền thống văn hóa của người Việt nam.
2.Tạo cơ hội gặp gỡ
và hợp tác giữa các giáo sư, các nhà nghiên cứu và sinh hoạt văn hóa.
3.Giúp sinh viên,
chuyên viên trẻ VNHN tìm hiểu và học hỏi về văn hóa, văn minh, ngôn ngữ, lịch
sử, địa lý, tôn giáo, nghệ thuật... của dân tộc mình, đồng thời cổ võ tinh thần
dấn thân phục vụ cộng đồng, phát huy những phương cách hội nhập tốt đẹp.
4.Nghiên cứu trong
phạm vi nhân quyền:

định chế và sinh hoạt xã hội
b.Các tôn giáo,
triết học, tư tưởng Việt Nam

IV-
Điều hành
Đại học Nhân Quyền là một hình thức Đại học mô phỏng qua công nghệ tin học được điều hành theo những qui ước của các Công ty viễn thông liên quan.
a. Những hội viên tiên khởi xây dựng ĐHNQVN là thành viên sáng lập
b. Về mặt tài chánh, ĐHNQVN thực hiện đường lối tự lực tự cường.
c. Về quản trị: Cần bảo đảm sinh hoạt thường trực và liên tục với một phương thức tổ chức đơn giản nhất từ công nghệ tin học.

Thành lập Đại Học Nhân Quyền Việt Nam
Thành lập Đại Học Nhân Quyền Việt Nam
Nhân ngày Nhân Quyền Việt Nam, tôi long trọng tuyên bố thành lập Đại học
Nhân Quyền Việt Nam.
Đây là một loại mô hình Đại học bên ngoài Đại học như dưới thời Trung cổ khi
những kẻ thống trị áp đặt lên toàn dân sự độc quyền toàn trị.
1.Tôn chỉ mục đích như đã ghi trong dự án.
2.Đại học khai giảng vào tháng 12, ngày Nhân Quyền
Liên Hợp Quốc.
3.Trong tình huống đặc biệt của Việt Nam chỉ công bố Ban sáng lập cũng
là Ban Điều Hành khi đất nước hoàn toàn tự do, dân chủ.
4.Trong sự đồng thuận của các Thành viên sáng lập, người
chủ trương dự án đảm trách Hiệu Trưởng Đại Học Nhân quyền Việt Nam.
5.Các chương trình phổ biến không chỉ nhằm cho bậc Đại
học nhưng phổ cập đến mọi công dân kiến thức nhân quyền, do đó sẽ có các trung
tâm nhân quyền phù hợp theo nhu cầu.
6.Đại học không chủ trương quyên góp và gây quỹ, chỉ ước
mong Quý Vị nhiệt tình đóng góp bài vở liên quan đến giáo dục nhân quyền để
biến nơi diễn đàn này trở thành cái nôi nhân quyền của mọi gia đình Việt Nam.
7.Kính cảm ơn tất cả Quý vị đã quan tâm đến tình trạng
suy thoái trầm trọng về đạo đức tại Việt Nam ngày nay. Việc phổ biến nhân
quyền là một vấn đề thiết yếu để chấn hưng đạo đức làm người không chỉ hôm nay,
cả mai sau và không chỉ dành riêng cho Việt Nam nhưng với các dân tộc.
8.Đặc biệt kính cảm ơn các Sứ Quán tại Việt Nam cũng như
các Tổ chức Nhân quyền đã hoan nghênh việc thành lập Đại Học Nhân Quyền Việt
Nam một cách nhiệt tình.

Guideline & Purpose of the University of Human Rights
of VietNam
I - Guideline
Today, the Vietnamese Society changes increasingly decadent morality, my guilty conscience fulfills anxiously my duty as personality with ancestry, so I advocate the policy to stand by the University of Human Rights.
The University does not overthrow a regime, because of itself from the perception that will transform oneself and social totality. Nobody wants the government that was not elected, the individual family was unhappy: husband and wife are promiscuity, child prostitution, robbery murder... Human beings were born and everyone want to be happy, so they must respect people's happiness as their own and the role of the University of Human Rights as a stick to open the road.
The University will have a huge role today and in the future, especially after every change of regime, based on individual personalities to create the national character. From the ground simulations, the University will stabilize civil society to be in good order. I hope to have the guidance of all people who are interested in Vietnam.

There will be many Faculty of the University of Humanities, but the first we open the Human Rights Departement that includes the content:
Anthropology: the study of human history put together to respect human beings.
Universal Declaration of Human Rights (10 December 1948)
International Covenant on Civil and Political Rights (1966)
International Covenant on Economic, Social, and Culture (1966
Comparative religion: to learn about Christianity. Buddhism, Islam to recognize the value of salvation.
Law of national reconciliation between the nations to know the tolerance.
Contribute to develope civil society activities in ethnic communities in Vietnam and abroad, supporting the encounter, dialogue and cooperation between the different generations in the vietnamese community, between individuals or cultural groups.
Promote cultural activities in the Vietnamese communities in overseas.
Research and dissemination of knowledge on human rights related to the cultural East-South-Asia, especially to Vietnam.
Modern popular methodology helps to write, think, express, create ... a personal blog via the blogs that express their own personalities, families and social relations.

In summary, the purpose of the University
of initial online training with a knowledge of human rights: human beings were
born as free speech, residence and travel ... not only to citizens but to all
the leaders for the purpose of preserving dignity for themselves and the
people. The courses will be disseminated in the form of credits and everyone
can participate, who adopted the credits, they will be awarded a honor BA from
the University of
Human Rights. No one save
us, but everyone serves his family at the crisis in the world of rapidly
changing to violence and moral decadence.

To ensure the continuous development of traditional culture of Vietnam.
Create opportunities to meet and cooperate between professors, researchers and cultural activities.
Help students, vietnamese young professional overseas to learn about the culture, civilization, language, history, geography, religion, art ... of his people, while promoting the spirit of community service commitment, promote ways to integrate well.

The University of Human Rights is a simulated form of the University through information technology that is operated by the conventions of the relevant telecommunication companies.
a.The construction of the first members are the founding members of The University of Human Rights of Viet Nam.
b.Financially, The University of Human Rights of Viet Nam performs the self-reliant way.
c.Management: Ensure a permanent and constant living with a simple method of organization from information technology.

On the occasion of Vietnammese Human
Rights Day, I solemnly proclaim the establishment of the University
of Human Rights in Viet Nam. It is a model of the
University outside the University in the Middle Ages when the rulers imposed
political monopoly on the whole population.
1.Purpose and Aim stated in the project.
2.The University will be opened in December, in the
United Nations Human Rights Day. (2010)
3.In special situations in Vietnam, the founding board as well
as Executive Committee will be only announced when the country is completely
free and democratic.
4.With the consensus of the founding members, the
advocate of the project undertakes to be President of Vietnamese Human Rights
University.
5.The popular programs do not only aim at teritary level
but also make compulsory human rights knowledge to all citizens, so there will
be the human rights centers which are in accordance with the needs
6.The policy of the university does not raise funds and
donations, we just hope all Supporters enthusiastically contribute the articles
relating to human rights education to turn the forum into a human rights cradle
of all vietnamese families.
7.Sincerely thank you for your showing interest in the
serious degradation of current morality in Viet Nam. The dissemination of
human rights is not only an essential issue to prosper morality of today, but
also tomorrow and it is not for VietNam
only, but for peoples.

Human Rights Day, 10 December 2010, The University of Human Rights in Viet Nam
was officially put into operation and proclaimed the first year program of
Human Rights University.

Quyền của Liên Hợp Quốc đã hỗ trợ tài liệu và thông tin cập nhật thường xuyên

cách cá nhân định hình nên nhân cách Quốc gia.
7.Kính cảm ơn Quý Thân hữu đã quan tâm đến tình trạng an
ninh cho người sáng lập, tác giả vẫn quyết định ở lại Việt Nam, cho dù vào ngày
03-12-2010 đã bị hai kẻ lạ ép xe và Nhà văn Nguyễn Quang bị té ngã vào lề
đường, bị thương nặng ở chân ngay tại Trung tâm Sài Gòn.
